Pemimpin Proyek membawahi segala kegiatan sektor Proyek Pemugaran Candi Borobudur. Pada tahun 1969, Pemimpin Proyek diisi oleh Ir. Ars. S. Samingoen, yang juga merangkap sebagai Bendaharawan Proyek. Saat itu, Samingoen menjabat sebagai Kepada Dinas Pemeliharaan dan Pemugaraan Direktorat Purbakala dan Sejarah, sekaligus sebagai Pjs. Kepala Direktorat, karena Prof. Dr. Soekmono sedang menuaikan tugas sebagai Senior Specialist pada Insitute of Advanced Projects, East-West Center di Honolulu, Hawai'i pada bulan September 1968 sampai bulan Juli 1969. Pada waktu itu, Pemimpin Proyek secara praktis berkantor di Borobudur untuk memantau kegiatan persiapan proyek pemugaran secara langsung.

Pada bulan Oktober 1970 terjadi pergantian Pemimpin Proyek yang dijabat secara rangkap oleh Kepala Lembaga Purbakala dan Peninggalan Nasional, yaitu Prof. Dr. Soekmono. Soekmono lahir di Brebes, Jawa Tengah pada tanggal 14 Juli 1922. Beliau merupakan salah satu arkeolog pertama Indonesia lulusan dari Universitas Indonesia tahun 1953. Pada tahun 1953 – 1974 diangkat sebagai Kepala Dinas Purbakala. Soekmono merupakan orang Indonesia pertama yang memimpin Dinas Purbakala pasca kemerdekaan. Mempunyai panggilan kesayangan "Pak Soek" oleh rekan, staf, dan mahasiswanya, beliau menyelesaikan disertasi berjudul "Candi, Fungsi dan Pengertiaannya" di Universitas Indonesia. Pengalamannya pada Proyek Pemugaran Candi Borobudur menjadikannya seorang ahli mengenai bangunan candi yang sedang ditanganinya. Di dunia internasional pengetahuannya mengenai konservasi bangunan monumental banyak dipakai. Beberapa jabatan yang berkaitan dengan masalah-masalah konservasi banyak disandangnya. Kesibukannya sebagai “praktisi arkeologi” tidak menjadikannya lupa akan dunia akademis. Pengetahuannya yang luas mengenai Sejarah Kebudayaan Indonesia, diamalkannya di ruang kuliah Universitas Indonesia, Universitas Gadjah Mada, Universitas Udayana, dan Perguruan Tinggi Pendidikan Guru di Batusangkar sebagai Dosen Luar Biasa (1953-1978). Pada tahun 1978 ia dikukuhkan sebagai Guru Besar Arkeologi Fakultas Sastra Universitas Indonesia. Kemudian pada tahun 1986-1987 sebagai Guru Besar tamu di Rijksuniversiteit te Leiden, Belanda.

This series contains reports of the activties of the SPAFA Sub Centre for Preservation and Restoration of Ancient Monuments Indonesia that was based at Borobudur from 1978-1981. When it was decided in 1976 that SPAFA (Regional Centre for Archaeology and Fine Arts) should be set up to take care of Southeast Asian Ministers of Education Organization (SEAMEO) activities in archeology and fine arts. A SPAFA Task Force was constituted to visit SEAMEO member countries to identify the needs as well as institutions busy suited to implement SPAFA programs and activities. When the SPAFA Task Force visited Borobudur it was found that in addition to restoration work- the Borobudur Restoration Project was also conducting in service training for in technicians. Dr. Soekmono- Head of the Restoration Project- expressed his willingness to offer training services to the whole of Southeast Asia in monument restoration with specialization in stone conservation- because experts helping in the Borobudur Restoration Project could be used for the training and the well equipped laboratories on stone disease would be at the disposal of the SEAMEO trainees. From 1978 t0 1981 the SPAFA Sub Centre for Preservation and Restoration of Ancient Monument based at Borobudur conducted 7 training courses in various aspects of monument restoration for architects- engineers- art historian- archeologists- chemists- as well as technicians recruited from government offices and institutions responsible for monument restoration in SEAMEO countries.
